Job Purpose

The role supports the financial management of SHF allocations and the implementation of the SHF Accountability Framework, working closely with the SHF Finance Officer and Humanitarian Financing Unit, and contributing to SHF communications and donor reporting.

Key Responsibilities

• Support SHF allocation and financial management: budget clearance, grant agreements and financial report review.
• Help ensure compliance with UN financial rules and Country-Based Pooled Fund (CBPF) standards.
• Support implementation of the SHF Accountability Framework, including spot-checks and audit support.
• Assist the monitoring pillar: monitoring plans and Grant Management System (GMS) updates.
• Build finance and M&E knowledge across the team.
• Support SHF communications: website and social media updates, donor materials, donor meetings, and annual/interim reports.

Qualifications & Experience

Advanced (Master’s) degree in Finance, Accounting, Business Administration, Public Administration or Communications (or a first degree with two additional years of relevant experience). A recognised professional accounting certification (CPA, CIA, CFE or Chartered Accountant) is required. At least two years of relevant finance, accounting or auditing experience (waived for Master’s degree holders). Fluency in both English and Somali is required.

Key Skills & Competencies

• Sound understanding of UN financial rules and pooled-fund compliance requirements
• Experience with grant and budget administration
• Strong analytical and report-writing skills
• Willingness to travel extensively within Somalia
• Fluency in English and Somali

Reporting Structure

• Reports to: SHF Finance Officer, under the overall guidance of the Head, Humanitarian Financing Unit.

Working Conditions

Based in Mogadishu, Somalia, on a one-year fixed-term contract (NOA grade) with possible extension, and extensive travel to SHF project sites within Somalia.
