The World Food Programme (WFP) is recruiting a Head of Finance, Risk and Management Services to lead finance, risk management, compliance, assurance and management-services functions for its Djibouti Country Office. Job Purpose

The role provides senior leadership across finance, risk, compliance and management services for the WFP Djibouti Country Office, acting as principal advisor to senior management on these functions.

Key Responsibilities

• Provide strategic leadership and governance across finance, risk and management-services functions.
• Oversee budgeting, accounting, treasury and IPSAS-compliant financial reporting, including oversight of Cash-Based Transfers.
• Lead risk management, assurance and compliance work, applying WFP’s enterprise risk framework and Anti-Fraud and Anti-Corruption policy.
• Coordinate audit and oversight activity with internal and external auditors.
• Lead management services: administration, facilities, assets, fleet, travel and protocol.
• Oversee due-diligence and financial assessments of cooperating partners.
• Manage a multidisciplinary team and represent WFP with government counterparts, financial institutions, auditors, UN agencies and donors.

Qualifications & Experience

Advanced degree in Finance, Accounting, Business Administration, Public Administration, Audit, Risk Management or International Development. Membership of a recognised accounting body (ACCA, ICPA, CPA or equivalent) is desirable. At least three years of relevant experience at this level. Fluency in English and French (level C) is required; Arabic or another UN language is an advantage.

• Experience overseeing cooperating-partner due diligence
• People-management and cross-functional leadership skills
• Fluency in English and French

Reporting Structure

• Reports to senior management of the WFP Djibouti Country Office and acts as principal finance and risk advisor.

Working Conditions

Based in Djibouti on a one-year fixed-term contract at the NOB grade.
