Job Purpose

The Finance Director provides strategic direction and leadership for Africa CDC’s Finance Directorate, building financial policies and strategies with the executive team, overseeing divisional spending and compliance, and managing financial risk and forecasting.

Key Responsibilities

• Lead execution of the Finance Directorate’s strategy and supervise its staff.
• Oversee governance, disbursement and management of the African Epidemic Fund, including its Special Accounts and Trust Funds.
• Design innovative financing mechanisms, including blended finance, catalytic capital and risk-sharing instruments.
• Lead budget preparation and execution in line with IPSAS and AU Financial Rules.
• Facilitate external audits and oversee collection of Member State contributions.
• Advise the Director General on financial policy alignment across Africa CDC.

Qualifications & Experience

Master’s degree in Accounting, Finance or Business Management, with at least 15 years of relevant experience, including 8 years at managerial level and 5 years in a direct supervisory role. Membership of a recognised professional accounting body (CA, CPA, ACCA, CIMA or Expert Comptable) is mandatory. Working knowledge of IPSAS is required; familiarity with SAP-based ERP systems is an advantage. Proficiency in an AU working language is required, with fluency in a second AU language an advantage.

• Strategic financial leadership at director level within a large, multilateral institution
• Strong governance and compliance orientation (IPSAS, AU Financial Rules)
• Experience designing innovative or blended financing instruments
• Proven ability to advise executive leadership on financial policy

Reporting Structure

• Reports to: Director General, Africa CDC.

Working Conditions

Based in Addis Ababa, Ethiopia, on a regular three-year term contract, with the first 12 months as a probationary period, renewable for further two-year terms.

Remuneration & Benefits

Indicative basic salary of US$78,138 per year (D1, Step 1), plus a 46% post adjustment, a housing allowance of US$26,208 per year, and an education allowance (up to US$10,000 per child per year for internationally recruited staff, or US$3,300 per child per year for locally recruited staff).
